2021 saw northern Azerbaijan descend into a full blown insurgency. The border regions of Georgia and Russia were overrun with Azearian State Caucasus Province (AS-CP) militias and the humanitarian crisis was quickly spiraling out of control.

In an effort to contain the insurgency both Western and Russian special forces were deployed inside the Azerbaijani border. Moscow’s intentions were later questioned as it became apparent that a proxy war was imminent, if not already covertly underway.

In November, Ibn Saleh al-Khattab, the leader of AS-CP was killed during an operation by JCTSF forces, alongside explosives expert Alrahib Iifan al-Haya. Since then a power struggle has developed within the ranks of AS-CP, exacerbated by the capture of Omar Gawd, the Emir of the Azearian State terror organisation in September.

Akhmed Basayev, the former second in command of AS-CP has returned from the Middle East and taken over the branch. Now rebranded as the Azearian Front of Dagestan (AFD), a statement from Basayev has confirmed future “escalation of violence” to “reclaim the entire region” from “phony puppet states of the East and West”. It is also highly likely ties with foriegn terror groups will be strengthened due to Basayev’s links to al-Qaeda.

It is believed that Russia had previously planned a GRU operation to extract multiple HVIs from AS-CP and put them on trial in Moscow. Alrahib Iifan al-Haya, the Russian born explosives expert was one of these. The operation was reportedly scrapped after news of al-Haya’s death was intercepted.

However, sources have now indicated the operation is still going ahead but with a different objective: to extract an embedded SI7 CHIS, who has been undercover as a foreign fighter within the Caucasus militias since 2019.

JCTSF must reach him before Russian special forces capture him, or his position in the AFD is compromised.
