In 2015 Iran released six al-Qaeda leaders in exchange for a kidnapped Iranian diplomat. Since then, Iran has continued to allow al-Qaeda’s organisation to move money across its borders, as well as to shuttle personnel and resources into major conflict zones, such as Afghanistan, Syria and Azerbaijan.

Since the offensive earlier this year, and subsequent return to power, the Taliban have shown limited ability in controlling the borders of Afghanistan. While the Taliban have long fought the Islamic State affiliate in Afghanistan (ISKP), they still have ties to al-Qaeda.

The Taliban pledged in the February 2020 peace agreement with the United States not to let Afghanistan be used by terrorist groups. However, analysts suggest this agreement will quickly be reversed following an expected influx of money from these groups into the Taliban regime.

SIGINT and HUMINT sources have confirmed that former Russian explosives expert, Alrahib Iifan al-Haya survived an IED attack in Ataturk in September. These intercepts have also pinpointed a rendezvous between al-Haya and Ibn Saleh al-Khattab, the leader of AS-CP somewhere in the remote areas of the Azerbaijan/Georgia border.

More troubling is that a representative from al-Qaeda has travelled from Iran to meet with the two figureheads of the Azearian State terror organisation. With the rapid destabilisation of Afghanistan’s border security, it is assessed that AS looks to establish a new branch, or expand operations through other means, into Afghanistan.
