During the events of Operation Minotaur in July, a Wagner PMC cell was identified and tracked to Darfur on the Chad/Sudan border. During SSE following a firefight with TF34 operators, components of a chemical weapon were discovered which were to be sold or traded to Azearian militants. The Wagner cell was all but destroyed, however intelligence recovered during Operation Minotaur paints a much larger picture.

In March 2022, Azearian State Caucasus Province (AS-CP) reformed as the Azearian Front of Dagestan (AFD) by its new leader Akhmed Basayev. Despite losing a large number of key personnel during engagements with US/UK and Georgian troops throughout 2022, Basayev remains on the run, determined to spread the Azearian vision to the region.

To do this, Basayev has sought to form uneasy allegiances with any paramilitary organisation he can. One such being ChMK Mesyats (HMM).

ChMK Mesyats (HMM) was founded in 2018 by former radical members of Wagner Group and several neo-Azearian foreign fighters. It remained under the radar during the insurgency in Dagestan until recently, when in early 2023, SIGINT uncovered links to the Wagner cell operating in Chad and Sudan. It is now assessed that this cell was previously involved with the group.

HMM currently occupies a small makeshift military base in Jibir, near the border with Russia. This is a volatile area where AFD have recently declared a brutal state of martial law, with Azerbaijani forces currently cut off at the Qusar River 12 miles to the south, unable to intervene.

It is unknown how the relationship between ChMK Mesyats and the AFD militia currently stands, but it is more than likely Basayev and HMM’s commander Dmitry Zhukov will be meeting to discuss further cooperation.

While an MQ-9 Reaper maintains surveillance over the area, a joint UK/US unit from JCTSF prepares to HALO jump into Qusar District to intervene.
